ABOUT THE ROLE

This is a foundational role responsible for building the HR function from the ground up for a major infrastructure group entering Syria – covering policies, recruitment, compliance, and workforce planning

RESPONSIBILITIES

  • Design and implement full HR infrastructure including policies, contracts, and handbooks
  • Lead end-to-end recruitment across all levels – from leadership to skilled labour
  • Develop structured onboarding programs for all new hires
  • Manage all employee relations matters and maintain a positive work environment
  • Ensure full compliance with Syrian Labour Law and employment regulations
  • Implement performance management cycles, KPI frameworks, and development plans
  • Oversee payroll, benefits administration, and compensation benchmarking
  • Maintain HR data and workforce analytics for senior management

SKILLS & QUALIFICATIONS

  • 10+ years in HR, with 3+ years in a managerial role
  • Bachelor’s in Human Resources or Business Administration
  • Solid knowledge of Syrian Labour Law and HR compliance
  • Experience building HR departments or functions from scratch
  • Strong interpersonal and problem-solving skills
  • Fluent in Arabic; English is an advantage
