ABOUT THE ROLE
This is a foundational role responsible for building the HR function from the ground up for a major infrastructure group entering Syria – covering policies, recruitment, compliance, and workforce planning
RESPONSIBILITIES
- Design and implement full HR infrastructure including policies, contracts, and handbooks
- Lead end-to-end recruitment across all levels – from leadership to skilled labour
- Develop structured onboarding programs for all new hires
- Manage all employee relations matters and maintain a positive work environment
- Ensure full compliance with Syrian Labour Law and employment regulations
- Implement performance management cycles, KPI frameworks, and development plans
- Oversee payroll, benefits administration, and compensation benchmarking
- Maintain HR data and workforce analytics for senior management
SKILLS & QUALIFICATIONS
- 10+ years in HR, with 3+ years in a managerial role
- Bachelor’s in Human Resources or Business Administration
- Solid knowledge of Syrian Labour Law and HR compliance
- Experience building HR departments or functions from scratch
- Strong interpersonal and problem-solving skills
- Fluent in Arabic; English is an advantage
